TeeChart for Javascript & HTML5 is a library written in Javascript that uses the HTML5 canvas. It doesn't need any IDE.

On the other hand, the recently published HTML5 Builder IDE includes a Lite version of the library that can be upgraded to the commercial TeeChart Standard version:

Hello,

HTML5Builder includes the Lite version of TeeChart for Javascript. The next update of TeeChart for Javascript (http://www.steema.com/teechart/html5) will fully support HTML5Builder with TeeChart's extended features.

I can't give you any specifics on PhoneGap support with Eclipse just yet but it is being looked at and I'll get back to this thread when I have more news. PhoneGap has been tested though to work well with TeeChart in HTML5Builder.
